Records request #26-585
Transcribed September 25, 2026
This is Monterey Park records request #26-585 as its requester sees it on the City's NextRequest portal, captured September 23, 2026. The City has not published the request, so its public page reads only “Access to this request is currently limited.” The text is the portal's, word for word and oldest entry first. The requester's email address and phone number are left out, and nothing else is. It is the source for a sentence in Measure HOM, Monterey Park.

Re: Request #26-585 — two items not on the referenced webpages
Thank you — the 2026 General Municipal Election page did resolve three of the five items: the City Attorney's impartial analysis, the August 6 Notice of Arguments (which supplies the filing and public-examination dates), and the City Council's argument in favor. I have downloaded all three and am not asking for them again.
Two items in #26-585 are not on that page or in the Public Document Portal, so the redirect does not reach them. Gov. Code § 7922.545 lets the City answer by directing a requester to a record's location on its website, but only for records actually posted there. I am asking the City to complete its determination under § 7922.535 as to these two:
(1) The Land Use Policy Map adopted with Resolution 2026-R64, at full resolution, and the GIS data or parcel/APN list underlying it. The exhibit maps in the signed resolution are reduced-resolution raster images in which individual parcels cannot be identified. The impartial analysis tells voters the HOME designation “could be applied only in commercial and industrial areas identified on the City's Land Use Policy Map,” so which parcels those are is the operative fact of the measure. Per § 7922.570(b), the shapefile, geodatabase, KML, or parcel spreadsheet in the format the City holds it — not a printed or flattened image.
To make this concrete and easy to answer: the City's public ArcGIS Hub publishes a feature service named Land_Use_Housing_Overlays (“Land Use Overlays”), containing 42 parcels keyed by Assessor parcel number and divided into “Housing Overlay 1” and “Housing Overlay 2.” Please confirm whether that layer is the geography adopted by Resolution 2026-R64, and if it is not, provide the adopted version and the records showing how the adopted map differs from it. If the City holds a parcel or APN list of the areas eligible for the HOME designation in any form — spreadsheet, GIS attribute table, or exhibit to a staff report — that list is responsive to this item.
(2) The final ballot label and question as transmitted to the Los Angeles County Registrar-Recorder/County Clerk, together with the County's assignment of the measure letter. Every City document I have found still reads “Measure XX.” If the transmittal has not yet occurred or the letter has not been assigned, please say so and give the expected date — that answer fully satisfies this item.
Two short clarifying questions, which are not records requests and can be answered in a line:
- Were any arguments against the measure, or any rebuttal arguments, filed by the applicable deadlines? The page shows only the City Council's argument in favor.
- Resolution 2026-R63 is archived under a filename marked “REVISED.” What was revised, and is there an earlier version of that resolution?
If any responsive record is withheld in whole or part, please identify the exemption relied on and release the remainder (§ 7922.525(b)). Per § 7922.575(a), please notify me before incurring any charge. Happy to narrow either item by phone if that is faster.

All Election documents that were received by the Clerk's office is available on the city's November 3, 2026 General Municipal Election webpage. There were no arguments filed. [“November 3, 2026 General Municipal Election webpage” is a link in the original.]
The filename is an internal naming convention. With regard to “Measure XX”, at the time the document is submitted to the Clerk's office, the public is unaware of the Measure designation. The Clerk's office does not amend document submitted by the public.
Please refer to your request no. 26-584 regarding the large format map.
This concludes the city's response to your request.
